It was about a week before Halloween when College Hill resident Jane Gilchrist looked out her window on North Roosevelt Street and saw the dump truck, the workmen, and the bricks they were heaving over their shoulders.
The crew, contracted by the city, was digging for the water line to replace the old lead pipes. It is welcome work in the neighborhood, but what galled Gilchrist was the casual disregard for the bricks. Continue reading
