More than downscale, the corner of Central and Oliver has long seemed down and out, particularly at the street level and especially after anchor tenant Dillon’s left for bigger digs on Douglas Avenue. Maybe it was the tall weeds growing in front of the vacant liquor store. Or maybe it was the dilapidated bingo parlor, or the tacky come-on of the signs outside the payday loan place, or the tired looking Oliver Square building fading in the sun. Or maybe it was simply this: it looked like a dormant corner of Wichita, not a corner of College Hill.
But that is changing, to the relief of some longstanding corner merchants and office workers.
